Engine running RICH... 200 1989

Sages,

Two months ago I changes the spark plugs and noticed that they were wet. Not oily, just wet.

I've also notice that my MPG is about 26 to 27 with an M47 transmission.

When I swapped out the auto for the manual two years ago, I also replaced the O2 sensor and the first time I ran the car I got 29 MPG going to and from work which the majority of the trip is on a major highway.

I also noticed this winter that the car would idle at about 1500 RPMs for about 10 seconds and then calm down to its normal idle that I now see when I start it up. The only real difference is that its warm and not cold.

Any thoughts on this RICH running condition that I am experiencing?
