Constant High Pitched whine (Car is off!) 900

This morning before starting car I heard a very high pitched whine. I was surprised to find that it is coming from under the hood. Car is cold, off, and sat all night.

Open the hood and it seems to be from the passenger side.
Unplugged AMM: no change
Unplug battery: whine goes off
Plug in battery: whine starts
Start car: still hear whine
Turn off car: still hear whine

Any ideas? Very loud, high pitched constant note.
