Not Starting 200

My wife's 92 240 did not start this morning. I tried to jump it. NO go. All dash lights on. No click from solenoid. Swapped my battery to it. No go. Thinking starter. There is power to the starter and I can start the car by jumping the starter power to solenoid. I don't have voltage at the solenoid when I turn on the key. Ideas? Thinking ignition switch. How do I test it? Thanks in advance
