Cold Start Idle 200

I'm having a weird issue with idle at cold start. When I go to start it, the idle is low (500-600) and the dummy lights stay lit (service engine,check engine,battery, oil ect.) but as soon as I give the car a little gas, the lights go off and idle drops down to an even 900 and idles perfect.

I have a volt meter gauge and during the initial cold start idle, it shows less than 12 volts but again, when i give it gas, the gauge shows 12.6-8 and stays there.

Could it be my alternator or possibly idle air control valve?
