Speedometer Troubleshooting 940 900 1991

Morning All

In the process of troubleshooting the speedometer on my 1991 940 wagon. I downloaded a wiring diagram and read quite a bit about other peroples expereience. The odometer does work correctly but the speedometer needle does not move, Can I safety assume that the problem lies in the speedometer itself and not the input from the speed sensor?
