auto trans and no 4th gear 200 1992

This car does not shift into 4th gear. It seemed like it was turning a little fast on the highway, and now that I have a tach, I can see that it is not making the shift into 4th gear.

What is the current thinking on fixing this ? Poking around online, it looks like the relay is a likely culprit. However, an equal number of posts say to eliminate the solenoid and and forget about downshifting into 3rd...

What do you think ?
