headlights not working 200 1989

I inspected and cleaned the fuses and terminals which was a previous problem with this 245. Cleaned and replaced headlight relay with good used model last September. Now, I have no headlights at all. I had to drive home last night while holding the directional stalk towards me for headlights to operate on high beams.
Does that big red relay have anything to do with this nightmare or something else? ??
