1993 240 new external fuel pump noise. 200 1993

93 240 my external fuel pump was leaking ( but quiet) installed a new one "precision brand " from oreillys auto parts. i can now hear the new one running , with key on (engine off) i can hear it for a second or 2 then stops i guess when the pressure builds up. then i can hear it running all the time while i'm driving .
i filled the gas tank to the max to see if it may be the in tank pre pump lines being faulty. ( i read this was kind of a first step easy test) . any help would be appreciated.
