BW-35 linkage adjustment question 1800

Hi all,
I have a 72 1800e with BW-35 transmission (and no, I'm not about to swap it to a manual transmission. Long story, but no.)

I've currently swapped out the lower control rod for a used one with a better cap on the end where it connects to the transmission selection lever. I've made sure that both lower levers are parallel.

Currently if my shifter lever is in the Park position, the transmission is in Neutral. So I don't have Park or Reverse, but do have Neutral, D, 2, and 1. My parking brake cable is gone, so I absolutely need to have Park.

The Greenbook tells me that "check to make sure the control is properly adjusted...If necessary, adjust the length of the upper control rod."

But this neglects to tell me if the upper control rod needs to be shortened or lengthened.

So I have two questions.

1: If I can't hit Park or Reverse, do I lengthen or shorten the upper control rod?

2: It is easier to adjust the upper control rod from underneath the car, or from the interior? Jacking the car up and securing it correctly on jack stands is a pain, but unbolting the shifter cage from the transmission tunnel has its' own challenges.
