1993 245 fuel pump test ? 200 1993

I picked up this '93 245 wagon a while back that wasn't running. It will start with some ether put in the throttle body but won't get gasoline from the tank.I replaced the gas tank and replaced the in-tank pump.I took off the Bosch fuel pump off from underneath the car and tried to test it with 12 volts. Nothing seemed to work at all. I placed the yellow to positive and black to negative and touched those leads to my lawn mower 12v battery. Not a wimper...is the Bosch pump shot?
