Only 11v to AC compressor 900

I've tried 3 different MCC units in my '93 945 and all give 11v at the AC compressor connector. I re-soldered the pc board on one of the MCC units. When I apply battery voltage (12.8v) to the compressor it engages, so it seems that the low voltage is causing the problem. How do I troubleshoot this? Is the voltage drop at the MCC unit or upstream from that? Thanks.
