Power to 245 internal tank pump 200 1993

I picked a 1993 245 that sat outside for 10 years. I replaced the gas tank and the in-tank pump. Replaced the main fuel pump under the also. There doesn't seem to any electrical power at that plug-in for that in tank pump. I hooked up a test light to the 2 prong harness and fed some ether to the throttle body so the car would run a little. ....but the test bulb does not illuminate even with the car running a tad. I tried another f.i. relay under the glove box without any luck. Looked at and cleaned all the fuses. Shouldn't there be some kind of voltage at that plug-in for that in tank pump?? Also, on this 1993 245 the 1/2" gas hose coming from the tank that has a tee with a schrader valve on it. Never saw one these on my '83 or '89 245's. What is this for?
