AC Compressor is loud and blows hot when stopped

Hi all. I have a 91 240 and the AC was/is ice cold except when I'm stopped at a light for example. Then it blows humid feeling air. The compressor got louder recently if that helps.

Any ideas what could be causing the AC dropping when stopped?
