Mild Clunking in sound when moving steering wheel 900

When moving the steering wheel to the left or to the right from its stop, there is a slight dull click coming from somewhere just below the steering wheel hub. It is not in the suspension, it's definitely in the upper part of the column. I took off the bag, the wheel, the clock spring, and the noise is somewhere just below there. I can turn the shaft with my hand left to right and hear/feel it.
Anybody deal with this before?
