1990 240 terrible gas mileage! No CEL 200 1990

Hi all, I am at a loss for this problem no matter what I've done, I can't seem to get better gas mileage. No stalling,or rough idle, just poor gas mileage while driving conservatively.

Here's what I've done since purchasing the car:

Sent injectors away to be cleaned, re-installed new seals and caps
New Fuel Pressure Regulator
New intake, exhaust, and throttle body gaskets
Disconnected the cold start valve
cleaned the EGR valve
New clutch set
Cleaned grounds
Replaced 02 sensor
Replaced radiator, coolant sensor, coolant temp sensor, coolant reservoir,thermostat (87 degree),water pump, hoses and clamps
Replaced and cleaned pcv system, intake hose, idle air hoses and clamps, cleaned throttle body.
Replaced timing belt and gaskets
Replaced crank sensor and knock sensor
Replaced ECU - got rid of the CEL
Replaced spark plugs NGK, wires, cap, rotor
Cleaned Air Mass meter


Driving home tonight, I filled up the tank, but the gas gauge only read 3/4 full.

The temperature gauge was only 1/4 up from the bottom. I stuck a thermometer near the top hose and it only read 165 degrees after driving for 30 minutes.

The Amperes is hovering right near the lower 1/4-- almost in the orange, especially when the head lights are on. Not sure if I need a new battery or not as it still starts without hesitation.

The gas cap is from a Nissan car. Not sure if that would affect the fuel economy or not.

Still no check engine lights, but it still has really bad fuel economy.

Any suggestions would be most helpful as I am stumped!
