Air conditioner malfunction 900 1993

Air conditioner works fine when on level roads. However when pressing hard on accelerator (e.g. Going uphill) airflow shuts off until back off on accelerator. Floor/defrost shutter, bi level and recirculating shutters seem to work just fine. Which is more likely faulty: vent shutter or the one way valves coming off the manifold. Thanks in advance for all suggestions.
