speedometer and odometer still not working 200 1990

I have replaced the gear in the front console and I've redid some of the wiring at the connector back at the rear. The wires back there were bare at the plug. But I believe I've fixed that. A couple questions:

1. back at the rear with the key on, am I supposed to see voltage on the pins on the wire? How should I measure (i.e. one pin on one of the connectors and the other on ground or ?)
2. why else would this speedometer/odometer not be working?
