Floor heat disabled 900 1994

Years ago, a mechanic disabled my floor heat. The "face" heat and defrost work fine. He said this was a less expensive work around than replacing the problem--which I no longer recall.

Can anybody tell me what he likely did, and how expensive/difficult would it be to properly fix this issue so I can have floor heat again? Thanks.
