1990 240 new pads, rotors but no pedal at all 200 1990

Replaced rear rotors, pads, parking brakes shoes and calipers. Bled rear brakes then had no pedal. Bled all wheels per Bentley, twice, but still no pedal. I have done my own brakes for decades and never had this kind of problem. Usually if there is air in the line you can pump the brakes to get a firm pedal but that is not the case here. The brakes will not pump up. Any help will be appreciated.
