Voltage fluctuation 900 1993

At rmps between 1,000 and 1,500 my alternator puts out 13.6 volts.
At rmps between 2,000 and 3,000 it only puts out 12.2 volts.
I don't understand this. Higher rmps spin alternator faster which should result in higher output voltages, not lower.
