Extreme high idle and over heating 200 1983

The other week I acquired a new project to work on. Goal is to restore this 1983 245dl to a solid daily driver status for a 50 plus mile commute for work. So far many problems have been addressed and many more to address.
Work done:
new timing belt
new front seals
new intake gaskets both manifold and throttle body
new exhaust gaskets studes and bolts
cleaned intake runners and IAC
new spark plugs and wires
new distributor cap and rotor
cleaned MAF sensor
new air filter
new high pressure pump and filter
new radiator hoses pump tank and thermostat
minor electrical connector cleaning and repair

current issue that is turning hard to pin point

smells like its running rich but header temps leaning towards a lean burn condition. when the IAC is connected idle rpm are up around 3000, when it is disconnected electrically the rpm settles down around 1400 rpm. engine runs hot now. when purchased the previous owner had given up trying to repair due to lack of knowledge also he did not notice the massive hole in the radiator. Thus the cooling system was completely rebuilt with all new parts and block was heavy flushed with a garden hose. engine has never idled below 1200 rpm since i purchased the wagon. Bosch id plate on IAC is missing and having trouble scouring a new one. Currently digging into the vacuum believe problem is related to that on the high idle. Does any one have schematics on the early LH2.0 with Chrysler ignition system vacuum schematics. This was built as a 50 state California approved emission car. As for overheating issue I discovered the coolant tank cap was bad and not holding pressure not allowing me to burp the system and also believe the NOS Volvo 188 degree F thermostat could possibly not be working. but I want to sort of the idle and timing/fuel injection system first and make sure that it is not a tuning issue causing the high temperature. currently at idle the in cab temp gauge will stay just below the red and with my temp gun it shows just about 210 at the thermostat housing.

This is my first volvo and first departure into bosch fuel injection systems. I have a blue book and have been religiously using it and double checking everything id do but it does fall short with some information. I am a heavy equipment mechanic so i can take on advanced trouble shooting with electrical and fuel systems but i just unfamiliar with vovlvos and European systems. Mostly I play with classic american v8s and carbs or old mechanical diesels. Any input or direction to better resources would be much appreciated.
