Odd cruise control problem 900 1993

I have not as of yet, dug into the cruise control system on my 93 940 regina.
Thought I would throw this problem out to you just in case seen before.
My cruise control will engage up to approx 51-52mph. No issues, once the
button is pressed the car surges slightly and then settles down and is
locked into that speed, as long as it is below 52mph. no issues yet.
However, when attempting to lock in any speed above 52mph the car will
surge and the cruise control disengages.The cruise control will not lock
up above 52mph. Where to look first, perhaps I will check for
OBD codes. I replaced the vacuum pump, no difference. This type of
problem not mentioned in the FAQ section.
Any ideas would be appreciated.
