Boost guage stuck, little if any boost 700 86

Yesterday the boost guage on my turbo wagon did not return to O after shutting down the engine. It remains at about 12 O'clock. Also I seem to have lost boost. Other wise the engine seems to be running fine. Any help would be gladly accepted.
