Noisy belts? 200 1984

i've got a whining/squeaking sound coming from the belts - i think

had all belts changed then after a few days its come back - not as bad as before but still there

can the pulley(s) get so worn that they can cause the problem. tensions on belts look (feel) ok.

also read on another posting that it might be the power steering pump bearing

any suggestion on how to identify the reason
