dark dash lights 900 1995

my 95 960 wagon has no dash lights, no radio lights or hvac lights. i have not been able to find a fuse for these items and wonder what may be the problem. there is no hot wires at the rheostat with headlihgts on or off.any help would be greatly appreciated.
