Car not going straight.. 200 1980

i have done the tyre allignment & adjusted chamber twice but

after that my car stil moved to the left when i released the steering

even at low speed.What is the problem,could it be the steering or

tie-rod.Is it costly to replace the tie-rod. Any suggestion is appreciated
