bypassing the fuel pump relay question 200 1985Ti

hi,

i'm currently bypassing my fuel pump relay using the #4 to #6 fuse jumper trick because my relay just died a few days ago. any way, my question pertains to my investigation into what caused the relay to melt itself to death. i think my in-tank fuel pump was dead and was causing a higher load on both the main pump and the relay. having replaced a crumbling wire and the short 3" hose on the in-tank pump, it still doesn't appear to be working, though i'm still running the car by bypassing the relay. the question is this, does the relay bypass trick operate both fuel pumps (main and in-tank) or just the main pump? reason i ask is because it appears the in-tank is getting power (12v) but there is no current when i hook up an ampmeter in series w/ the power line to the pump. also there is no change in tank noise when i unplug the intank electrical connector all leading me to believe the in-tank pump is dead and that bypassing the relay should operate both pumps. thanks in advance.
