diesel emergency shut off valve--stuck? 700 83

Hi,

I have been fooling with this 740 GLE turbo diesel, trying to get it to start. I don't have any fuel to the injectors (loosened the nuts). I have replaced the fuel filter. I just located an owners manual and it suggests that the emergency shut off valve may be stuck. Makes sense to me. My question is, should I be able to move this valve by hand back to the "on" position, assuming it is off. I can't move the lever either direction. Does this emergency shut off work independantly of the injector pump solenoid? Any other suggestions? Yes there is fuel in the car, yes the front and rear belts are rotating. Car allegedly died at highway speed. IF I can get the thing to run to suit me, I might drop it into my 244 diesel. Maybe.
