No headlights! 200 1986

I just bought a 240 GL and when I got it home I found that the headlights don't turn on. Fuse looks good and the bulbs look good. The switch turns on the rear lights etc. It's just the headlights. When I flip the turn signal for the brights ... nothing ...not even a click! The car is from a junk yard and might have had a relay removed when nobody was looking. I haven't a clue. Where do I begin?
