LH-Jetronic system-weak fuel pump? 200 82

The fuel pump in my 82 245 with LH-Jetronic draws 3.2 amps when it's running. Volvo manual says it should draw 6.2 to 6.5. Does this mean for sure that the pump is too weak to run the car (which died)? I tested all the testable circuits according to the manual, and this is the only one that tests abnormal (except for the fuel system vacuum pump which with no vacuum should test 0 ohms, but actually tests 1.4. Appreciate any assistance!
