no dash lights 900 1995

Hello: i have posted unsuccessfully before about a problem i am having with a 1995 960 wagon. The dash lights and the lights around a/c controls and radio do not light up when the ignition is switched on and the car is started. Already have tried a new headlight switch, dimmer rheostat with no success. Car also has a new directional and high beam switch. Seems that there is no current going into the dimmer rheostat swithc on the dash. Is there another relay behind the dash, or a second rheostat (someone had mentioned of one behind the cluster?) A second problem i have that may or may not be related is that my factory fog lamps only come on when the high beams are ON...just reverse of what they are supposed to do right??

If anyone could help me I would be forever greatful. I really want to address these issues myself without the dealer.. :>) Thank you for taking the time to read of my dilemma...Greg
