oil pressure readings 140-160 1974

I have recently fitted an original volvo (VDO) oil pressure gauge. It

shows 9 kp/cm2 at idle when cold, and 4 kp/cm2 at idle with warm engine.

Is this normal , isn't the maximum 6 kp/cm2 at speed?
