Engine revs on while shifting... 200 1982

I think this post got lost otherwise I know I would have gotten some answers! :)

I have a 1982 245 intercooled Turbo [yes, that's right, was a B23E, now an '83 B21FT] with the M46, K-Jetronic, constant idle, Lambda.

While shifting, when I depress the clutch and release the accelerator, the engine does not idle down. Tha revs stay high for another minute or so. The cable is not sticking. There are no vacuum leaks that I could determine. When I pinch off the throttle bypass hose at idle, there is no difference in idle speed. Any idea what the problem is?
