Evaporative systems 200 77-83

Hello everybody and happy new year!

I have two questions for you. It concerns the EVAP systems of two cars:

1.- '77 242, every time it is due for a fuel refill with the tank almost empty, at the time of opening the fuel cap, it pops out letting a fair amount of gases accumulated out. Why is it that the fuel tank is under pressure?

2.- '83 245, it develops a strong raw fuel odor after being on for a while, it seems it gets stronger when the windows are down????

Any suggestions? Thanks for any replies
