Won't start 900 1993

Help. 1993 Volvo 960 that won't turn over during starting. Battery voltage good and cables cleaned. Problem was initially intermittent (wife reports later) and may be auto lock-out safety switch. Relays can be heard under hood and under dash operating when key is moved to start position. No solenoid sounds are present.

Need input on troubleshooting path to take?
