Failed nj nox emissions 200 92

my 92 240 with 220,000 miles failed in new jersey nox emissions on the new enhanced test a reading of 1183 the state standard is around 1085. Co was good along with hydrocarbons. what does anyone think could be the problem ? catalitic converter? thanks
