Weird tach problem. 700 88

Does anyone have any experiance with tachs that tell you you're revving 1000 more than you actually are, then if you give it a whack, it goes back to normal. If you whack it a second time, it jumps up a 1000 again. Weird huh? What should I do? Note: When I shut the car off, the tach falls to 500, then slowly lowers itself down. Could this be the same issue?
