Tail-lights full of water, sick of emptying them! 700 89ti

Hey guys,

i replaced my taillights with ones that are not cracked(couple of month ago) and now they keepfliing up with water. I used my old foam padding but i guess its not doing its job. Any suggestions, dont want to buy volvo foam, which in reality should be cheaper that its packaging but we all know it costs more than a good condition yugo.
