Failed GA emission test - NOx level too high ? 200 1985

I just got back from my the GA emission test for my 1985 240 DL Wagon. Unfortunately I've wait until the last minute to do this (my registration is due tomorrow and am in a panic. All help is appreciated.

Results were (Reading/Allowable) HC(ppm)-76/162-PASS , CO(%)-0.27/1.04-\PASS, NO(ppm)-1322/1163-FAIL , RPM 1795/(100-3000)-PASS , CO+CO2%-15.1/6.0 min , Catalytic converter-PASS.

What makes NOx high? What to check / fix.
