Both my 740 and S70 dash vents do this 700 1990

My 1990 740 Turbo Sedan and my wife's 1998 S70 both blow heat out of the dash vents when the "air control" dial is switched to the floor mode. In order to keep hot air from hitting us in the face we have to close the dash vents. Is this inherent with all Volvos?
