Roof rack and gutter trim removal

I will be removing the roof rack from my 85/245, It messes up the Nordic lines of the car and is only held on by screws that have come loose… junk.

My question ,what is the best/ez- way to seal, fix, repair the holes in the roof. I assume that the headliner needs to be removed and the holes welded shut +++, but my question is there a way to get a good repair without doing the 100% job. I don’t want to do it twice but I basically want a quick fix..

I can also use some recommendations about removing and replacing the chrome trim along the rain gutter, I prefer the turbo style black trim and can get it a the local pick a part, however the removal and installation requirements elude me..
