Rear High Beam 700 89

I have an 89 740 wagon and on the dash to the left of the steering wheel there is a rocker switch ( beside the fog light switch ) that apperantly allows one to increase the brightness of the rear lights. This switch has a yellow (amber) indicator in it. Now my problem is that this swittch does not do anything and the yellow (amber) inducator light does not illuminate either. Is there a relay behind the ashtry that needs to be replaced ? If so what is the location or number on the relay tray. Or is it a fuse that serves another porpose ? All fuses are in tact and no empty fuse slots. Any help to solve this would be appreciated.
