Runs outta juice 200 85

I have a little inconvenience where my car, when cold, peaks out at a low rpm when accelerating and stays at that rpm until I back off. Sort of bogs down. If I press very the pedal gingerly it is sometimes avoided but since I'm a lead foot I have trouble. Other than that it runs well and I average a disappointing 20-23mpg on the highway. Thank you for any suggestions.
