A/C and the electric radiator fan 700 1990

Last summer my Air Conditioning wasn't working well while sitting in traffic and I found that a relay for the electric radiator fan was bad. I replaced the relay and the fan started working again. The AC worked a little better also.

Yesterday it got up to 70 degrees where I live so I thought I'd test out the AC. Much to my surpirse the electric fan didn't come on! The question is: Is the electric fan activated by engine temperature or does it come on when the AC is switched on?
