Heater/AC Problem 200 1983

I'm having a problem with my heating and cooling system. When the heat is turned on it comes on at full heat no matter what setting I have the control set at....the same with A/C all cold. I can't find any blockages could it be in the controls? I'd appreciate any advise anyone has to offer.
