Master Cylinder rebuild time? 140-160 72

Well, after all the lines have been changed... I'm gonna get that valve thing changed soon. But here is my question, when I have my foot on the brakes- the paddle keeps moving down slowly...very... Is my master leaking? Will just a seal job do the job? what else should I beware off?
