Noise from front end 200 89

When I am driving down the road at above 20 MPH when ever I turn the wheel just a little to the left there is rubbing noise. I have had new shocks put in the front and Volvo has looked at it, but said I was crazy. I am not crazy I can hear it almost all the time now when the wheel is just over a little to the left. Please help, I am sick of the noise
