Warm weather, runs well - cold, the pits! 200 82

My 82 B23E 240GL has been a learning experience throughout my first winter with her. After fuel pumps, distributor, pulsair thrown in the bush, new wires, etc. The car still runs awful in the cold weather. It develops an unstable idle problem where it wants to stall out when off the gas, and every once in a while it will wants to rev up higher while in neutral. I thought I had it solved and then the weather got drastically cold again, and the idle is unstable again. i have learned to keep her running, but the rpm's really bounce when I am on the brakes and at a light. it wants to stall unless i help it out with a touch on the gas. Any suggestions? I know I have asked before but I need to re-pick some Volvo brains. Thanks for any new advice. Also is cleaning the throttle body as basic as it sounds. That's next on the agenda when the weather is more cooperative.
