Front suspension question. 200 1990

I have the 245 wagon. The front suspension seems loose or a little slopy.

I tried the two tests ipd recomends, lifting the front end and with hands at 12 and 6 o'clock trying to move the wheel to detect a loose joint. Also tried the 3 and 9 o'clock the only play I felt was in the steering column. The steering was in the locked position but when I moved the tire from the 3 and 9 o'clock position the steering wheel and column would move some. I plan to replace the ball joint and tierod ends on both sides but I don't believe this is the problem.

Any help would be appreciated.
