How do you loosen rusty caliper bleeder valves 200 1979

What is the best way to open a 23 year old caliper bleeder valve that has never been cracked open before? I'm paranoid about busting it off and having to replace the whole caliper. I plan to use heat and penetrating oil. Any other ideas or hints?
